Previously, users could unlock up to three devices during the subscription period. The new policy limits this to one device per Xiaomi account.

Additionally, itself has become more complex. Users must pass a complex test designed to weed out newbies and allow only experienced developers. Identity verification requirements have also been tightened, including authentication and strict account-to-device linking. Unlocking devices for other users may result in permanent account blocking or legal consequences.

Xiaomi stresses that unlocking the bootloader can make devices vulnerable to security threats and does not recommend it for regular users. Locked bootloaders are required to receive Xiaomi HyperOS updates. To simplify the process for retail devices sold in mainland China, Xiaomi has restricted access to unlocking and has introduced separate rules for business owner database markets.

Unlocking the bootloader is also needed by users who buy cheaper Chinese versions of Xiaomi smartphones from China and then reflash them to international firmware with support for the Russian language and familiar services.

For example, the flagship Xiaomi 14 Ultra in China can be purchased for 6499 yuan (about 90.5 thousand rubles), while the Russian version of this device costs 150 thousand rubles. Many, not wanting to overpay, choose the Chinese model, reflash it and get essentially the same device, but at a more affordable price.
