The price for software is set directly during negotiations, and all parameters are approved in a dialogue between the parties on an individual basis. Moreover, this state of affairs is typical not only for startups, but also for large players. The moratorium on scheduled state and municipal inspections of IT companies included in the special register of accredited organizations of the Ministry of Digital Development, Communications and Mass Media came into force in the spring of 2022. However, in March 2024, the Russian government allowed inspections of IT companies for compliance with antitrust laws. At that time, the lifting of the moratorium affected only a part of organizations with a digital platform, a share of buyer and seller transactions over 35% of all market transactions and revenue of more than 2 billion rubles.
