When does a contact become an MQL (marketing qualified lead)? When we understand that that contact is on target and marketing begins to submit a whole series of contents to this user: email marketing , SMS marketing , WhatsApp marketing and other direct communications.

If and when this lead interacts with the contents that I propose, I can turn it into an SQL (sales qualified lead) , or the contact to actually pass on to sales.
Subsequently, the sales department usually contacts this contact: obviously each company has its own method, even the number of steps can vary.
