The specifics of the Accounts Chamber's work should be close to Chuychenko's overall - he headed the Presidential Control Directorate, which had similar tasks in many ways, recalls one of Vedomosti's sources. Political scientist Alexei Chadayev compares the Accounts Chamber with the security forces in terms of the scope of its control powers: "The whole question is to what extent Chuychenko, if appointed, will use them, since it cannot be said that Kudrin will use them." At the same time, Chadayev admits that as the head of the Accounts Chamber, Chuychenko will have "much more opportunities to have a special opinion on government activities than as the Minister of Justice," especially since he is "not one of the current White House team."
The Minister of Justice reports not to the Prime Minister, but directly to the President, and is also a member of the Security Council. Chuychenko has headed the Ministry of Justice since January 2020, when the government last changed in Russia after Mikhail Mishustin was appointed Prime Minister. Before that, he was Deputy Prime Minister and Chief of Staff of the Government in Dmitry Medvedev’s government from 2018 to 2020. Chuychenko is considered an associate of Medvedev, several sources told Vedomosti. They studied in the same group at the Law Faculty of Leningrad State University. Before joining the government, Chuychenko was an aide to the President and Head of the Presidential Control Directorate.
