State Duma Vice Speaker Vladislav Davankov (Novie Lyudi) has sent a draft law to the Russian government for approval, which proposes eliminating the possibility of holding citizens administratively liable for old messages published on the Internet. TASS has a copy of the document.

The parliamentarian believes that the adoption of the bill will eliminate the possibility of bringing citizens to administrative responsibility for distributing messages and other information on the Internet after the statute of limitations has expired from the moment the message was published. "Thus, the bill proposes to establish that the publication of messages on the Internet is not a continuing offense and the statute of limitations should be calculated from the moment it [the message] is published, not discovered. As a result of the adoption of the bill, the statute of limitations for bringing to administrative responsibility will be calculated as 60 or 90 days, similar to most violations committed outside the Internet," the author of the initiative explained.
He also pointed out that, under current legislation, a citizen can be held liable for an old post under Article 20.3.3 of the Code of Administrative Offenses of the Russian Federation on discrediting the Armed Forces of the Russian Federation, which appeared in the code only in March 2022. "The relevance of this bill is due to the need to protect Internet users from unjustified harassment by unscrupulous law enforcement officers and to reduce the possibility of abuse of the right to administrative punishment for actions committed in the past," Davankov explained.
