The Moscow electronic voting system has been used in elections at various levels since 2019. All this time, it has been improved and refined in order to increase information security, efficiency, reliability and convenience for users, as well as taking into account the dynamics of the development of electronic elections and changes in the voting procedure.
Before each election, public germany whatsapp resourcetesting of the system as a whole and its individual elements is mandatory: the online voting page, special terminals, and the electronic voter list. The work is tested under real user load conditions, with special attention paid to all innovations, be it a function noticeable to users or an "invisible" service algorithm. Over five years of testing and using the electronic voting system in the Moscow elections, no cases of procedural failures, compromised votes, or errors in tabulating the results have been identified. The last time such testing was conducted was on August 23 - it also went according to plan and showed the system's readiness for the September elections.
In addition to checking the main functions, IT specialists conducted stress tests for electronic voting to ensure the correctness and stability of the system even under force majeure circumstances. Stress factors include artificial power outages and communication systems, imitation of various interferences, attempts to violate the integrity of the blockchain. An important task was also to work out possible cyber-attack scenarios and ways to respond to them.
At the moment, the main elements of the system are online voting on the pagehttps://elec.mos.ru/, electronic voting terminals - devices installed at polling stations - as well as an electronic list of voters based on data from the State Automated System "Elections". The latter is a single register of information about voters, which is accessed by other elements of the system. In real time, marks about issued ballots are entered into the list, and if such a mark already exists, a Muscovite will not be able to receive a ballot again.
The technologies used in the Moscow electronic voting system and all its elements guarantee information security, transparency of the voting procedure and vote counting, their anonymity and immutability throughout the entire period.
The system is based on blockchain technology. It provides decentralized storage of digital information in the form of a chain of blocks. Blocks are formed by data on transactions - issued ballots, votes cast and other user actions on the online voting page and terminals. Each new block is linked to the previous hash - a unique digital fingerprint. The entire chain of blocks is stored on different computers of the blockchain network, so any attempt to change the data on one of them will be visible on the others.
Thanks to the blockchain, transactions recorded in the system cannot be changed or deleted. This makes each electronic vote protected from external interference and provocations. Also, the use of a distributed registry makes it impossible to falsify votes or mix in additional ones.
