Part 20, Clause 1, Article 1 of the Law of Ukraine "On Standardization" stipulates that a standard is a regulatory document, not a regulatory legal act.

In accordance with Part 1, Part 2 of Article 23 of the Law of Ukraine "On Standardization", national standards are applied directly or by reference to them in other documents. National standards are applied on a voluntary basis, except for cases where their application is mandatory established by regulatory legal acts.

The procedure for making copies of documents is regulated by the Order of the Ministry of special database Justice of Ukraine No. 1000/5 dated 18.06.2015 “On Approval of the Rules for Organizing Office Management and Archival Storage of Documents in State Bodies, , at Enterprises, in Institutions and Organizations”. Paragraph 1 of Section 1. Chapter I of the Rules for Organizing Office Management states that these Rules are a regulatory legal act, mandatory for all institutions, establishing uniform requirements for the creation of administrative documents and work with official documents, as well as the procedure for their archival storage in state bodies, local self-government bodies, at enterprises, in institutions and organizations, regardless of their forms of ownership.

Clause 8 of Section 10, Chapter 2 of the Rules for the Organization of Office Management establishes that a copy acquires legal force only if it is certified in accordance with the established procedure.
