During the VIII Banking Law Conference "Banks in the Era of Radical Changes: Aspects of Law", one of the topics of discussion was the fight against fraud in the field of remote banking services. As stated by the participants of the round table "Vector of legislative regulation of antifraud: is it necessary to adjust the direction?", fraudsters use two methods that exploit social engineering tools - telephone fraud and phishing.
of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, said that the main task is to make the activities of fraudsters as inconvenient as possible. He emphasized that additional actions do not create big problems for fraudsters, but cause noticeable inconvenience to honest users.
According to him, the belize cell phone number list
measures to combat calls from spoofed numbers have proven effective. Calls from landline numbers, to which these measures are primarily applied, have practically ceased. According to Vladimir Bengin, the same will happen with mobile calls after January 1, 2023, when these rules will also apply to them. Fraudsters will only have a loophole with calls from abroad, which will sharply reduce their opportunities.
A more serious problem is the fight against phishing. As Vladimir Bengin noted, the Ministry of Digital Development can currently block a phishing site in two or three days. But the owners of such a resource collect the main "harvest" during the first 12-16 hours of operation. Here, an effective measure could be a change in the procedure for registering domains with the identification of applicants through the Unified Identification and Authentication System (ESIA) with the possibility of refusing those who previously participated in fraudulent activities.
According to the discussion moderator, Deputy Head of Department, Vice President of PJSC VTB Bank Dmitry Ushakov, over the 11 months of 2022, more than a million people suffered from fraudulent transactions carried out without the participation of the client, and the damage amounted to more than 13 billion rubles. Despite a noticeable decrease in the activity of telephone scammers in the second and third quarters, the problem remains.
