According to experts, the average level of substitution of foreign software in large Russian enterprises ranges from 35% to 50% depending on the industry. In small and medium-sized businesses, the number of Russian solutions increased by 10% in 2023 compared to 2022. Assessing the market dynamics, experts assume that in 2024, SMEs can reach a substitution level of 25%, and large businesses are capable of substituting up to 75% of foreign solutions in the next few years.

At the same time, a number of users of domestic software note its insufficient quality and limited functionality. This is one of the reasons why some companies prefer to continue using foreign analogues of Russian IT products. In addition to the above reason, the migration to domestic technologies is slowed down by the shortage of qualified personnel. Despite the fact that, according to job sites, the number of resumes in IT exceeds the number of vacancies by 40%, employers find it difficult to find a suitable candidate: there is a pronounced shortage of middle and senior specialists on the market. And the lack of a single market certification system for IT specialists complicates personnel assessment and market analysis.
