Earlier, a similar initiative was criticized by members of the Association of Software Developers "Domestic Software" (ARPP). At that time, the discussion was about the mandatory deduction of 5% of the funds "saved" by companies as a result of receiving tax benefits to support specialized universities as a condition for extending accreditation from 2025, as well as about sending personnel to universities from companies. Kirill Sinitsyn, Director of the Moscow Macroregional Center of JSC "Production Firm "SKB Kontur" and a member of the ARPP Board, said that there are many questions about the initiative of the Ministry of Digital Development, Communications and Mass Media related to the form of education proposed by the department. In addition to the educational initiative, Maksut Shadayev told the Russian President that the IT industry is developing faster than other large sectors of the economy. Thus, in the first six months of 2024, its growth was 64% compared to 2023, and the number of employees in the IT industry has grown by 50% over four years and exceeded 850 thousand people.

The Minister noted the growing popularity of the IT industry among young people. According to him, in 2024, more than 125 thousand applicants were enrolled in IT specialties at universities in budget places, another 70 thousand were admitted to non-budget places. In total, more than 600 thousand people are studying in more than 500 universities that train IT specialists.

School education was not left without attention. The head of the Ministry of Digital Development said that about 400 thousand children took courses in the basics of programming, and computer science became the most popular exam among the natural sciences.

"The Yandex company has developed a platform and an online textbook on computer science, which is now available to all children in schools for almost free. We plan to legalize this practice together with the Ministry of Education where there is a shortage of teachers. So that students have the opportunity to gain additional knowledge on the online platform, and we plan to transfer it to universities," said Maksut Shadayev.

He noted that these and other measures (increasing the standard for funding fundamental specialties related to IT and the spread of digital departments) should give the country about 700 thousand developers by 2030.
